WIAA Rule 4.11.0 Allocation
Formula
The number of schools in a given classification statewide is divided by
the number of tournament entries.
This figure is then divided into the number of schools in the
classification in each WIAA District. The result is the allocation for
that district.
Example:
1. There will be 67 schools in Class 1A.
2. A sixteen-team (16) state tournament bracket will be used.
3. Take 67 and divide by 16. The result is 4.1875.
- District 1 will have six (6) schools, 6
divided by 4.1875 = 1.43
---District 1 will have at least one (1) state allocation, but
may rotate an additional allocation with District 5.
- District 2 will have nine (9) schools, 9
divided by 4.1875 = 2.15
---District 2 will have at least two (2) state allocations.
- District 3 will have nine (9) schools, 9
divided by 4.1875 = 2.15
---District 3 will have at least two (2) state allocations.

District 4 will have sixteen (16) schools. 16 divided by 4.1875 = 3.82
---District 4 will have at least three (3) state allocations,
but most likely will have four (4) state allocations.

District 5 will have fourteen (14) schools. 14 divided by 4.1875 = 3.34
---District 5 will have at least three (3) state allocations,
but may rotate an additional allocation with District 1.

District 6 will have eight (8) schools. 8 divided by 4.1875 = 1.91
---District 6 will have at least one (1) state allocation, but
most likely will have two (2) state allocations.

District 7 will have five (5) schools. 5 divided by 4.1875 = 1.19
---District 7 will have at least one (1) state allocation.
The whole numbers are added (equaling 13), with the additional
allocations determined from the fractional allocations (largest to
smallest fractional allocation) until all the tournament entries are
filled.

| 1. Ties will be assigned as an entry of both Districts. |

b. In the case of a fractional tie (if shared allocations
are not possible) the allocation will be assigned to the entity with the
District with the largest enrollment |
| 2. Combining of two (2) or more
Districts is to be done by adding the ideal allocation numbers |

a. The Districts will be
combined if the one (1) allocation is less than 0.8 or if the two (2) year
allocation is less than 1.6. |
