State Tournament Draw Procedure

1. The "true" #1 teams from each WIAA District will be drawn first to determine in which "Quad" they will be drawn, with an equal number of "true" #1 teams in each "Quad" when possible.
1a. The first draw will be to determine into which "Quad" the first "true" #1 team shall be drawn. 1c. The Districts with more than one #1 team will be drawn first, followed by the Districts with only one #1 team.
1b. The "true" #1 teams shall be drawn into "Quads", alternating right to left, or left to right (according to 1a) until all "true" #1 teams have been drawn. 1d. As each "true" #1 team is drawn into the right or left "Quad", the #2 team from that district will be placed into the opposite side "Quads" (according to 4a.)
Definitions:
---True #1 team - is a Districts number one seed usually determined by district tournament, i.e., district champion.
---Home team - is always the bottom team on the bracket.
2. The "true" #1 teams shall be drawn to determine the home games for Games 1-4 and then Games 5-8. 2a. If there are (4) or fewer "true" #1 teams they will be drawn into different "Quads."

---Section 2 - Games 3 and 4. (left side)
---Section 3 - Games 5 and 6. (right side)
---Section 4 - Games 7 and 8. (right side)
3. Since there are fewer that eight (8) "true" #1 teams, a modified allocation formula will be applied to determine the additional #1 teams.  The modified allocation formula will be based up the number of schools participating in each District/combined District. 3a. The additional #1 teams will be drawn to fill in as the home team for Games 1-4 and then Games 5-8.



 
4.  The remaining teams will then be drawn as the visiting teams for Games 1-8.
4a. Districts/combined Districts with two (2) or more allocations shall have their #2 team placed in opposite side "Quads" from their #1 team. 4b.  Teams from Districts/combined Districts with three (3) or more allocations shall have their teams placed or drawn into the appropriate "Quads" as follows:
4.b.1. With three allocations, the #3 team may be drawn into either right or left "Quads."
4.b.2. With four (4) or more allocations, #1 and #4 will be drawn on the same side "Quads"; #2 and #3 will be drawn on the same side "Quad"; any additional allocations may be drawn on either side with and even number, if possible on each side. 4.b.3. Teams from Districts/combined Districts will be drawn into separate quarter brackets whenever possible.



 
5.  No two (2) teams from the same District shall play against each other in the first round.
